The mainstream international relations discourse of states in anarchy is the dominant discourse. The historical political theory discourse has largely succumbed to seeing itself as the ‘internal’ arm of an internal/external division of labour, while the attempts of the various kinds of international relations theory to challenge the dominant discourse are hampered by their starting point of accepting much of the mainstream settlement. The understanding that underpins the argument of the chapter is that the internal/external state sovereignty settlement, of self-determination and immunity from intervention, was formed by what became known as the realist tradition of international relations practice, supported by and articulated in the modern European realist, liberal ideology counterposing ‘civilised’ and other states.

Modern western notions of sovereignty are associated with the concept of constitutionalism in that sovereignty occurs within a Rechtstaat, a polity governed by the rule of law. Sovereignty is allied with the concept of nationalism in establishing or asserting the identity of the whole or unit.
